Enviro Clean is an effective terpene hydrocarbon based cleaning agent and degreaser that removes polychlorinated byphenyls (PCBs) at very high levels from non-porous and porous surfaces. Enviro Clean is an EPA approved performance-based organic decontaminating fluid (PODF) that complies with the 40 CFR Part 761.79 (c) (3) (iv) and 40 CFR Part 761.79 (d).
To prove and verify the validity of Enviro Clean, Enviro Jet, in conjunction with Keyspan Energy, completed an extensive validation study under 40 CFR Part 761 Subpart “T”–Comparison Study for Validating a New Performance-Based Decontamination Solvent Under §761.79 (d)(4). The study and submittal to the US EPA established that Enviro Clean solution effectively decontaminates PCBs from non-porous surfaces to levels below 10ug/100cm2 or 50ppm. Subsequently, this study also provides the performance-based procedures for Enviro Jet’s soaking method.
Enviro Clean is diluted 10 parts to 1 with water and utilized on all of Enviro Jet’s PCB decontamination activities, including the following:

After every decontamination project, the Enviro Clean solution is tested for PCB concentration for re-use or disposal. If the post-cleaning PCB level is less than 2ppm PCBs, the solution may be re-used on future projects. If the solution is greater than 2 ppm but less than 50 ppm the Client is given the choice to store the PODF for filtering and re-use or to dispose of the solution.
For filtering and reuse, Enviro Jet will filter the solution with an activated carbon system and re-analyze for PCB concentration. All waste, including filter media (filter bags, activated carbon etc.) and sediments will be disposed of in accordance with 40 CFR Part 761.79 (g) (1).
For disposal, transportation and facility options as well as costs are more manageable when disposing of Enviro Clean solution that is less than 50ppm, which is the hazardous trigger level. Disposal of Enviro Clean that is less than 50ppm PCBs follows the requirements set forth in 40 CFR 761.79 (g) (3) as well as applicable state and local regulations.
Enviro Jet has decontaminated materials with PCB contamination as high as 30,000 ug / 100cm2 (150,000 ppm) without the need to dispose of the post-cleaning Enviro Clean as a hazardous waste. Although there has not been a case where PCB analysis of Enviro Clean has tested 50 ppm or greater, the solution would be disposed of in accordance with all applicable regulations should testing show it has reached the hazardous level.
Typically, 110 gallons of Enviro Clean is sold to the Client for use in their first PCB decontamination project involving the spray washing method. The 110 gallons of Enviro Clean is diluted with 890 gallons of water to yield a 1,000-gallon mixture. For the soaking method it is 220 gallons of PODF and 1780 gallons of water. The Client is responsible for designating a suitable location to store the solution for re-use, pending PCB analysis which is performed by our contract laboratory at Keyspan Energy.
As the solution may be re-used pending PCB analysis, it is normally stored in four or eight 275-gallon poly storage tanks, which Enviro Jet provides. The non-hazardous & non-flammable diluted solution may be stored in a central location without special permits. Regarding storage of Enviro Clean, we can provide you with poly storage tanks to hold your solution in between projects. The Client may provide its own storage tanks, however we do not allow storage of the solution in drums as it greatly increases the time to load and unload solution after each job. It also is easier and safer to store 4 small tanks than 20 drums.
In addition, due to the dilution factor and if stored outside the PODF is susceptible to freezing. In the winter months, if project work is to be carried out, we recommend the purchase of Safety-Therm, a glycol anti-freeze additive that we use to protect Enviro Clean from freezing. We do offer a service program that will winterize your stored solution.
